Sir Edward Grey to British Delegates to the International Opium Conference.

(No. 6.) Gentlemen,

Foreign Office, December 19, 1911. WITH reference to my despatch No. 3 of the 15th instant, I transmit to you herewith copy of a letter from the Board of Trade with regard to the proposal to define the expression "preparation of opium.'

I understand that you do not now require immediate instructions on this point, but, if it becomes necessary eventually to obtain a decision, you should bear in mind the wishes of the Board as indicated in the last paragraph of their letter.
